A crowd of about 300 attendees received training and additional information regarding HUD’s Section 3 program in the Puerto Rico Convention Center June 27, 2019. The HUD San Juan Field Office along with the Puerto Rico Department of Housing, the PR Builder’s Association and the PR Association of General Contractors combined efforts to put together this summit as it is a requirement to train and hire low-income residents and contractors of the area where funds are being used.
Former public housing residents gave testimonials of the hardships faced and how the Section 3 program helped them overcome these and become self-sufficient. Also, business owners shared their experiences with helping and hiring residents.
The summit was commenced by HUD San Juan Field Office Director Efraín Maldonado. As a keynote speaker Ricardo Rosselló Nevares came and spoke to the crowd as well as Christopher Taylor, HUD’s Field Policy and Management Supervisory Field Operations Manager, who spoke about the technological tools that are available for both businesses and residents like Business Registry and the Opportunity Portal.
Among the presenters were also staff from the Puerto Rico Department of Housing who informed the public on their strategies to meet the requirements and also spoke about their procurement process.
